The Rock and Triple H have a long and storied history dating back to their days fighting over the Intercontinental Championship. In fact, they even have somewhat similar career trajectories. Both men began with gimmicks they soon shed for something edgier and more entertaining. Triple H would just have to claim that there is no one in WWE who can touch him because of his power. The Rock's music hits, he comes out and tells Triple H that he doesn't work for WWE, so he can do whatever he wants. Then The Rock hits Triple H with a Rock Bottom and the feud is set. Triple H would be pissed because he has no authority over The Rock, leading him to him challenging The People's Champion to a grudge match. It might not be original, but these two men could pull off the simplest of storylines while making it look groundbreaking.
