"Welcome to The Uso penitentiary" was a common refrain before YEET'ing was invented. That was how Jimmy and Jey closed most of their tag-team promos. It didn't quite catch on as much as everyone behind the scenes pretended it did, but it was an identifiable gimmick the brothers could use when closing out their fiery speeches backstage or in-ring.
Then, "Day One-ish" came along and the rest is history.
Before that, WWE put their might behind the penitentiary idea. In January 2018, The Usos talked about all of the other tags they'd beaten as champs. Every single time Jimmy mentioned one, Jey would shout "LOCKED DOWN" as a jail cell graphic popped up on screen to accompany it. This was clear experimentation with overlays and other such assets.
Fair enough, but that sort of thing just kinda got in the way. Remember those big, dumb entrance graphics for Becky Lynch, Roman Reigns and others? Yeah, they were reminiscent of that. Maybe not as egregious or outright terrible looking (Roman's 'Big Dog', in particular, looked like something from the PS2/PS3 era), but still unwanted and a bit flimsy.
Years later, Matt Riddle kicked off his flip flops and a bunch of CGI'd birds rocketed towards the viewer. That was bad (not to everyone, of course), but it lasted longer than The Usos getting "LOCKED DOWN" (all caps for Jey's bellowing voice!) did. This was evidently something WWE higher-ups thought would go over well with those watching at home, but it never really fit and actually served to suck you out of the in-arena experience.
