The Dog Faced Gremlin was never going to make it a singles star. Once he and brother Scott split in 1998, it was clear that his days in the big leagues were numbered. Indeed, when WCW folded, Steiner's contract was not picked up by the WWE. He did a couple of tours for Pro-Wrestling NOAH in Japan and the entered semi-retirement.
