4. Hulk Hogan
Ever since his racist video nasty surfaced three years ago, Hulk Hogan has confirmed Elton John's axiom that "sorry" really is the hardest word. WWE had foregone - or forged - any sort of reproach to offer Hogan forgiveness on the flimsiest of pretences. Should he have been allowed back? Someday, perhaps. But not like this.
