Don't take this as a suggestion that Brock Lesnar come back from suspension (in the storyline) and immediately steamroll over Seth Rollins, undoing all the work the promotion has done in building up his character. No, not at all. Instead, what makes Lesnar a candidate to take Rollins title is name value. His name value. Think of it this way: Brock Lesnar is the most feared man in the WWE (frankly, probably inside and outside of the storyline) even without the belt. Every match he's involved in makes the fans stop and take notice. He's the cross-over guy. The guy who left and won elsewhere. The guy big enough to demand top level talent money for a part time schedule. Think about what beating him would mean. Think about what beating him for the belt would mean. Lesnar wasn't pinned by Rollins, that much we all know. If the WWE wants to push someone big - anyone, really - then have Lesnar take the title in a hard fought bout with Rollins when he comes back. Then put him in a feud with someone else, and give them the biggest push in ages by pinning the Beast Incarnate. The bottom line here is, when he's active, Lesnar is always in the title picture - but realistically he doesn't even need it. The WWE can give a huge push to someone by having him put them over.
