10. 1-2-3 Kid
Sean Waltman's underdog character has to be featured low on this list, because this gimmick had the most enduring career out of the bunch. But make no mistake, 1-2-3 Kid was never going to be a top dog in the company. But...why? In case you don't remember, the 1-2-3 Kid gimmick caught everyone by surprise. After an upset over Razor Ramon, the fans started chanting "1-2-3!" to get under Razor's skin, thus The Kid was transformed naturally into the 1-2-3 Kid. From then on, he wasn't just a jobber - he was the ultimate underdog. The problem was that WWE still had no idea what to do with someone of his small stature. So right after scoring an upset on Jeff Jarrett, they'd stick him in a match with an unknown jobber. Or they'd toss him around in various tag team pairings, seeing how far he could get with a past-his-prime Marty Jannetty or Sparky Plugg. Then they had him briefly turn heel, joining Ted DiBiase's Million Dollar Corporation just before leaving WWE for the greener pastures of WCW. The underdog gimmick was a solid one (which the fans were more than willing to get behind), it's just that it never reached its full potential.
