From @MickieSteeler74: Since Sheamus is a heel now besides Bryan & Ziggler who would make the perfect opponent for his new "bully" character?
There are a lot of very good babyface performers in WWE right now, so if WWE plays their cards right they can keep Sheamus busy with interesting feuds for most of the year. A debuting Finn Balor would be perfect for it since they are both Irish, they're buddies and it would really help Balor to work with a main event level performer when he debuts. That would be a lot of fun to watch. The crowd loves Balor because of his creative look as well as unique style in the ring, so it will be easy to root for him against Sheamus the bully. Neville is another good choice just because it would be a fresh matchup and likely to produce some great matches too. As you mentioned, guys like Bryan and Ziggler would be perfect opponents for him since they are both great as underdogs who are as good as anybody in the business in terms of selling. Keep Sheamus away from the guys like Cena and Orton that we've seen him wrestle so many times. Keep thing fresh for him. He'll do well as a heel.
