7. He's Completely Overexposed

Orton has been on top for what seems like aeons.
Steve Austin had five years during which he was a ubiquitous main event presence - so too did The Rock. While Triple H, Shawn Michaels and The Undertaker were on top for much longer, they scaled back their presence to become special attractions in their twilight years.
Bar the odd injury, Orton has been at or orbiting around the top of the card for twelve years, and during that time, he's only really shown two similar iterations of character - the Legend Killer and the Viper. He's never had the most expansive move-set, which is compounded further by the universally deliberate pace with which he wrestles the majority of his matches, which are largely too indistinguishable to consider truly great.
WWE's television presence has only grown within that time, too. That extra third hour of RAW has so much to answer for. The mind-numbingly repetitive booking patterns haven't really helped him in this regard, either. Orton has been pitted against Dolph Ziggler, in particular, so often that it's hard not to perceive him as a victim of circumstance.
