9. Cesaro Did Not Break Out
When a shoulder injury put Cesaro on the shelf near the end of 2015, fans were upset and frustrated. "The Swiss Superman" looked to be on the verge of climbing the company's ladder during 2015, winning acclaim for his consistently excellent performances. At the very least, though, he would no longer be denied upon his return.
Cesaro made his comeback on the Raw after WrestleMania, but it was hardly triumphant - he was a mystery man in a four-way bout for number one contendership, and he ended up failing to claim victory. In subsequent weeks, he feuded with The Miz over the Intercontinental Title, but could not claim it. It looked like Cesaro was back where he started.
Still, there was brightness on the horizon - when the brand split was announced, many (including Cesaro himself) knew that he'd be right at home on the blue brand, which was sure to be more wrestling-friendly. Instead, he was drafted to Raw, and he wasn't happy about it.
Since that time, Cesaro has engaged in a feud with Sheamus that ended with the two men inexplicably becoming a tag team. Let's hope 2017 is better for him.
