The WCW World Title changed hands 39 times during the final two years of the organisation, and the Vince Russo era was responsible for approximately 28 of these switches.

Like just about every other aspect of the company around that time, the top title was being fatally abused, with the discord at the top of the card coming to represent just about every other crumbling foundation as WWE asserted their dominance around the turn of the millennium.

Russo derivatively referred to titles as 'props' when still considered a pertinent presence in wrestling, but many observers felt that narrow-minded outlook explained exactly why he came to be such a single-issue success. It's no coincidence that the busiest ever year for the WWE Title was 1999 during a time in which he was at his most powerful underneath the watchful eye of Vince McMahon. When he couldn't negotiate endless switches of the top prize, he took pleasure utilising endless trades in the midcard, with the Tag and Intercontinental Titles also experiencing unprecedented movement during his tenure.

The company's current policy with their top title simply wouldn't wash. On a Russo-led Raw in 2017, expect Brock Lesnar back on Raw this Monday Night, trading the title with Finn Balor and Samoa Joe before escaping with the belt again the following week, despite Paul Heyman swerve turning on him to side with Roman Reigns at the end of the broadcast.
