Triple H was the one who suggested WWE start using the Performance Center to film content, but noted that they already had some plans to shoot stuff there anyway before the global health crisis broke out and people started panicking. The place was set up to hold NXT because Full Sail University were running their own Hall Of Fame.

So, WWE already had an idea of how things might look.

During a phone conversation between Hunter and Vince, the boss asked Triple H what he thought should happen. Trips was just honest and said he felt they had no choice but to start running events from the PC, and so that's the way they agreed to play things. At the end of the convo, McMahon told his son-in-law to "crunch the numbers".

Vince was aware that WWE would be losing a ton of money from ticket sales and touring, although he also knew that they could save some cash by producing everything in-house from the same location. They didn't have much of a say in the matter anyway.
