NXT is the perfect place to try out gimmicks. It's a smaller stage, with a more intimate feel. If a wrestler completely screw things up, there's plenty of opportunities to fix it; by the time a wrestler gets to the main Raw roster, it's too late for any of that.

So when Bayley debuted in NXT, she toyed with the idea of becoming a luchadora, and even wore the signature mask. But she ultimately decided against it; today, her character always keeps her pearly whites on display.
