No, not before he succumbed to an unsettling pectoral muscle ahead of Hell In A Cell 2022: this was before he left WWE in 2016.

Cody left, before playing a major part in the formation of All Elite Wrestling, because he knew how he was perceived internally. He had aspirations on winning the World title; Vince McMahon just wanted him to keep playing Stardust. Vince had actually agreed to drop the gimmick after WrestleMania 32, before simply changing his mind. On a whim.

Vince also changed his mind, on a whim, when in 2011, plans were changed to walk back a Cody Rhodes Money In The Bank ladder match win. Cody was told well in advance of the show that it was his night. It wasn't, and he was only told this on the night. This isn't "Pfft, Dave Meltzer just says "plans change" to cover his ass" b*llocks, either.

Cody himself revealed this tidbit to Alex McCarthy in 2019. Compounding the frustration he felt in WWE, the exact same thing happened in 2012. Cody was told he was going to win, and then - on the day - was told otherwise.

It's staggering, how much three rash decisions changed the course of modern wrestling history. Vince probably didn't give any of them a second thought.
