Those same fans would've had no idea that DiBiase was donning Vinnie Mac's cape either.

It's true though. Ted needed something that'd make him look like the world's first vampiric wrestling millionaire, and McMahon had just the ticket. Or, more specifically, he had just the cape. More timeless 'Million Dollar Man' skits saw DiBiase picking up his custom-made Million Dollar belt, and the final one featured that very cloak.

In it, Ted tossed his arms around so that red underlining of the cape would be visible. Then, he stood wide-eyed and stared in disbelief at the magnificent creation on the counter in front of him. A few trademark evil laughs later and DiBiase's mission was complete - you need to see these vignettes, put it that way.

Prichard (him again) has admitted before that the cape belonged to Vince originally. He reached deep into his own private wardrobe to make DiBiase look even more like a wicked, evil money man. There's a joke in there somewhere, isn't there?
