The best submission wrestler in WWE right now is Daniel Bryan. There's not even a question about it. We also don't even get to see everything he can do in the ring in terms of submissions because he's capable of so much more. A reason that he's not doing so many submissions is because WWE wants their performers to do more high impact moves. If they really let him loose, he would have multiple submission finishers like he did before he was in WWE. Seeing a Cattle Mutilation submission would be great. Probably not going to happen, though. It's the Yes Lock for him, which is fine because the fans are so used to it. Bryan's listed at 5'10" and he weighs about 200 pounds. He might be an inch or two shorter than that. He's not going to be one of those guys that gets more muscular later in his career either. He's set in his look and he's so skilled in the ring that it really works for him. Regarding his toughness, just look at the fact that he wrestled a very physical style in Ring Of Honor, Japan, other indies and WWE for over a decade and almost never got hurt until the neck injury that sidelined him last year. Keep in mind also that he is smaller than almost everybody he wrestles against yet is always able to come out of a match looking strong. Bryan is the prototypical underdog looking babyface. He can take an ass kicking and will always come back for more. It's his toughness and resolve that make people love him so much.
