8. The Cruiserweight Division

A lot of the better, shorter matches on Smackdown were provided by the members of the Cruiserweight division. The company's lighter wrestlers had been virtually ignored since the title was brought over during the Invasion in 2001, but under Heyman they finally got a chance to show what they could really do. The likes of Tajiri, Billy Kidman, Crash Holly, Jamie Noble, Shannon Moore and The Hurricane all got a chance to show what they were capable of against one another. No, Heyman didn't just use these diminutive grapples as monster fodder; he actually let them wrestle an altogether different style against each other. Although it happened after Heyman was demoted from head writer, it's doubtful that Rey Mysterio and Matt Hardy would have been able to have main evented the June 5th Smackdown in a Cruiserweight Championship match, had it not been for Heyman and his championing of the division.
