Ah boy, the WWE's long history of stereotypical gimmicks is represented well in this one. By 1989, Jimmy "Superfly" Snuka had already put together a Hall of Fame career complete with memorable, historic moments. Despite his reputation Snuka was struggling to maintain his superstardom in a company that featured the likes of Hulk Hogan, Randy Savage, The Ultimate Warrior and other marquee names. Snuka was still a service but mainly marketable off his past achievements. So when WWE set up his promotional shoot that year, Snuka was a good soldier and put on the ridiculous garb in which the WWE requested. As opposed to his traditional Bengal-themed gear, Snuka instead was made to look like a total goof. If Roddy Piper would have had this photo at his disposal for his feud with Snuka, it would have been game over. That's just too much ammunition for the "Hot Rod" to use.
