Another similar pitch here, in that it positions Austin against a man who is A) known primarily for excellent in-ring performances and B) is well established in the WWE system as a dependable upper midcard act who will at this point never become the undisputed, first-name-on-the-WrestleMania-format-sheet face of the company.

Basically, Finn Bálor can get beat in a very good match.

Austin's disgraceful historical conduct outside of the ring is something to consider (both here and when discussing his legacy generally): having him interact with Rhea Ripley is a bad idea. Not because there's any real danger, but from WWE's cynical optics perspective, the attention that might draw isn't remotely good.

There's one member of Judgment Day however that could make some noise with Austin: Dominik Mysterio.

WWE has realised that Dom has absolute zero credibility, and, in something approaching a masterstroke, have recognised this and presented the character accordingly. Dom is the feckless little bastard who always draws a massive pop when he gets what is owed to him - and a Stunner on the night might generate the loudest pop on the show.
