5. Jack Swagger

Similar to Dolph Ziggler, Jack Swagger was among the five Superstars that took part in the only Hell in a Cell make to never make the air in September 2011. Mind you, this was long removed from his days as a main event player, so he served no purpose in the bout other than taking the deciding pinfall from then-WWE champion John Cena. The only two times Swagger was a legitimate threat to a world championship were in 2010 and 2013, and neither stint lasted long. Thus, it's asinine to think he was ever given the chance to compete in a Hell in a Cell match, even if it wasn't televised. The fact he was involved at all is a crime against humanity given how low he is on the totem pole these days and even back then. No one will ever likely see the match other than those in attendance that night, but Swagger, now a permanent fixture on "WWE Superstars" each week, can boast he's been inside Hell in a Cell when the likes of Eddie Guerrero, Jeff Hardy and Rey Mysterio can't.
