7. Hardcore Holly
In retrospect, it's amazing to think of the longevity Hardcore Holly had in WWE. That's not a knock on his talent because he could always get it done in the ring, but it was obvious by the early 2000s that he was never going to get beyond a certain level in the company.
Following various failed pushes as a singles and tag team competitor on the SmackDown brand, he was sent packing to ECW when it was revived as WWE's C-show. Even there, it never seemed like he was in line for any sort of championship push, though that didn't stop him from competing in the hardcore Elimination Chamber at the disastrous December to Dismember pay-per-view in late 2006.
In what is widely remembered as one of the worst Chamber matches of all-time, his involvement in the bout was completely unnecessary. Although he was in cahoots with general manager Paul Heyman to ensure Bobby Lashley didn't emerge victorious, that didn't do him any favors; he was quickly eliminated by Test 12 minutes into the match.
He may be one of the most extreme competitors in WWE history, but never at any point was he considered a viable threat to a world championship.
