2. Ted DiBiase

Given the prominence and longevity of Ted DiBiase on WWF programming, it's hard to believe that he never held the big belt, not even once. He certainly deserved the belt, whether creative didn't just want to pull the trigger on him, or if there were other reasons that led to his halted success. According to the Million Dollar Man himself, he was promised a run with the belt on numerous occasions, but they never came to fruition. One particular instance Ted mentioned, along with other several sources, is the title tournament at Wrestlemania IV that apparently Ted was originally set to win. Presumably, Savage persuaded Vince and management that he'd be a better candidate to hold the gold rather than DiBiase, perhaps with Hulk Hogan also using his influence to help his friend Randy to the top. Either way, it's hard to believe that this wasn't the case, as Ted DiBiase doesn't exactly seem like the kind of guy to lie on a shoot for cheap publicity. The Million Dollar Man screamed championship material, but if we're to believe him and others, the Macho Man prevented his dreams of gold from ever happening.
