Cactus Jack quickly became one of WCW's scariest, gnarliest characters upon his 1991 debut. Brutal and unpredictable, the heel Foley was a menace to wrestling during his feud with then WCW champ Sting. The first signs in the promotion's lack of faith showed during Foley's classic Beach Blast bout with the Stinger: it was non-title. Despite losing the contest, WCW weren't even comfortable letting the hardcore legend be presented as a contender.

A hit with fans thanks to his ultraviolent bouts and creative promos, Foley turned face for an initially awesome blood feud with greatest big man of all time contender, Vader. The fearsome Vader was unpopular among his peers due to the wreckless stiffness of his ring work. A potato punching machine on the level of Stan Hansen, Vader found his perfect dance partner in the fearless Foley.

After a terrifying concrete power bomb, Foley took time off to sell the injury, hoping to return as a sympathetic babyface for a final grudge match between the 2. The booking team were blind to Foley's babyface potential and repackaged him as a comical goof, sullying his edge in the process. While their matches remained horrifying, the heat was diminished. After Vader ripped off one of Foley's ears in Germany, he briefly attempted a new injury angle to reheat his character but was turned down.

Frustrated at his position and lack of progress, Foley left in 94, eventually finding a creative team that appreciated his talents far more in WWE.
