The more convoluted the rotation, the more velocity is generated, and whether that is head canon or not is almost immaterial: the objective is to pop the crowd with something that looks as cool as it does painful, and if that is the criteria, PAC's Black Arrow is one of the greatest finishers ever.

There is one more criteria that formalises the claim: the Black Arrow is the most protected finisher in all of professional wrestling. Not a soul has kicked out of it.

It's a stunning, ridiculous, super-impressive move. There isn't a wrestler alive that possesses the control that PAC has over his supernatural body. In a similar but also different way to Fénix, what he does, fittingly enough, defies gravity. His kip-up is preposterous. The angle from which and the speed at which he lands perfectly on his feet is mind-blowing. He should not, by rights, be able to do that.

By scientific law, he should not be able to rotate at the angles he does when performing the Black Arrow. He is at one point upside down, and yet still contrives to manoeuvre his body into a further spin.

The thing can barely be articulated, much less performed.
