9. Jack Swagger

It's hard to believe that Jack Swagger was once competing at WrestleMania for the World Heavyweight Championship, but the patriotic Superstar appeared to be finally regaining his momentum last year in a feud with Rusev. While he failed to topple the Bulgarian Brute, fans started rooting for Swagger in a big way, and he even got a cool new t-shirt! Unfortunately, he then pretty much disappeared from TV and that momentum Swagger had built up was quickly lost when he started jobbing to Rusev on a regular basis. The US title fits his personality perfectly, so Swagger accepting Cena's challenge is a given. It could be as a face or heel (Zeb Colter has been greatly missed over the past few months), but Swagger coming out and pushing Cena to his limit would be a great way to remind the WWE Universe what he's capable of. If he were to actually beat Cena, a feud between The Real American and the leader of the Cenation would be something new and interesting.
