10. Ziggler Repeatedly Comes Up Short
Both on screen and in reality, Dolph Ziggler has commented on the glass ceiling in the WWE, and has frequently found himself lingering around the middle of the card despite possessing the talent and crowd support that could make him a great WWE Champion. Having had several spells of so-called 'burial' - perhaps in response to comments he's made in interviews and things he's done away from the ring - Ziggler has repeatedly been booked into bad losing streaks, with seemingly no direction or meaning going forward. Of course, there is a way to turn a losing streak into a meaningful storyline. Simply have Ziggler follow up on his losses to Bryan and the other Intercontinental title contenders with even more losses, to both heels and babyfaces. Newer guys like Neville, the returning Bo Dallas, and plenty of other NXT call ups will benefit hugely from a win over Ziggler, whilst The Show Off will be able to twist a losing streak into an engaging story arc.
