9. Ted DiBiase (1994-96)
When DiBiase made a surprise appearance to commentate at the 1994 Royal Rumble, he was fresh off announcing his in-ring retirement following a neck injury sustained in Japan. Needing star power, McMahon brought DiBiase back into the fold as an announcer and a manager. DiBiase's gift of gab and his over-the-top theatrics should have made for a memorable second act as an evil boss, but it didn't.
DiBiase managed some impressive talent, such as Bam Bam Bigelow, The 1-2-3 Kid, and an incoming Steve Austin, but he was also saddled with some go-nowhere acts. Among them, a fake Undertaker, an aged King Kong Bundy, a near-fifty-year-old Nikolai Volkoff, a washed-up Irwin R. Schyster, and Charles Wright as Kama, an uninteresting pit fighter with vague UFC overtones. Really, the thin roster of the time did little to make use of DiBiase's considerable talents.
