This answer may upset some people, but the name that makes the most sense is Kane. They can do Rollins vs. Kane after Kane turns face and Rollins can beat him clean no problem. The Money in the Bank Ladder Match for the coveted briefcase can go last so that they're not ending the show with a Kane match. As you mentioned, Reigns and Ambrose might be busy. Orton's challenged Rollins enough. It just doesn't seem likely that it would be John Cena. Since Kane is in that story with Rollins right now and he's also teasing a face turn, it's possible it will be Kane. Perhaps WWE can elevate a face like Dolph Ziggler to get a title shot at Rollins. That would be better than the Kane option. It's just hard to know if they want to go that route since Ziggler seems to be locked in the midcard role. Most people expect Rollins to carry the WWE Title until at least SummerSlam for a match with Brock Lesnar. WWE just has to figure out the other shows until we get there.
