9. Jack Swagger
Ten years. That is how long Jack Swagger has spent within the WWE system. Doesn't feel like it, does it?
In that time the All-American-American has done a bit of everything from tag wrestling to being World Champion and yet he's never truly found a character that clicked. Even when he was World Champion, you never felt the company had faith in him.
So why is he still there? Well, for one thing, he's one hell of a wrestler. You can put Swagger in the ring with anyone, and he'll make them look good. His role in getting Rusev over in his first US Title run can not be understated. The guy is a safe pair of hands, and a company like WWE needs plenty of safe pairs of hands.
Swagger will never go down as a WWE legend. However, when he hangs up his boots or move onto other things the WWE Universe will look back at him as a guy who always did his job and one who, if things had gone slightly differently, could have done a lot more than that.
