8. Razor Ramon
Razor Ramon's victory over Rick Martel in September 1993 not only resulted in the first of four Intercontinental Championship reigns, it completed a babyface turn that resulted in the self-proclaimed "Bad Guy" becoming one of the most popular stars of the 1990s. A staple of the midcard in the heart of the decade, Ramon was always in the title picture. His feud with Shawn Michaels in early 1994 elevated the importance of the championship to levels it had never experienced before. Their Ladder match at WrestleMania X not only stole the show, it revolutionized the sport and laid the groundwork for the Money in the Bank and TLC matches fans see today. Ramon's work with Jeff Jarrett, Diesel and Goldust brought the midcard of WWE some much-needed exposure. It was not rare for a program involving Ramon and the Intercontinental title to overshadow the main event storyline in both quality and significance. Incredibly charismatic and smart, Ramon knew exactly how to illicit the intended response from the audience. That reaction was responsible for some tremendously hot matches with the second most important title in the company on the line.
