2. Randy Savage

Obviously, there has been plenty of speculation as to why Randy Savage isn't in the WWE Hall Of Fame, and why he and the company never made up with each other for all those years before his untimely passing. For this article, let's merely go with what we know to be fact, or at least what both sides were willing to discuss publicly, and we'll avoid those particular rumors that everyone has heard about by now. Randy's contract with the WWF was coming up, and he had entered negotiations with the company to possibly re-sign. By outsider accounts, Vince McMahon had a close enough relationship with Savage that he viewed the "Macho Man" more as a younger brother than he did a contracted employee. When Savage called off his negotiations with the WWF and immediately signed with WCW, some say it nearly broke Vince's heart. Again, this wasn't just another employee that left. To Vince, this was like family walking away from him and signing with the opposition. An opposition that was actively trying to put him out of business, mind you. Whatever the reason... the rumors, or the "betrayal" listed above... Randy Savage was basically blacklisted from the company for nearly two decades before he passed away, so the bad blood had to be there, and the anger had to be as real as it gets for McMahon to stay away from him for so long, considering how many times he was burned in the past by others and would still work with them in the future. Most of the names on this list are proof of that.
