Hornswoggle was recently suspended for 30 days due to WWE Wellness Policy violation, which is an instant way to end up in Vince McMahon's bad books. He expects all talent to respect the rules, and doesn't tolerate any superstar bringing disrepute to the company. Given the fact that Hornswoggle wasn't even featured on WWE television at the time of his suspension, it is doubtful if he'll ever be brought back out of the doghouse.
