2. Dolph Ziggler
WWE.comPut your hands up if you have ever watched an episode of RAW where Ziggler had by far the best match, even though it was only half the length of the main event (and Ziggler ultimately lost)? My hand is up (and if yours isnt, then we arent watching the same broadcasts). The Show Off character may have worn thin some time ago, but Ziggler still has everything it takes to be a WWE main eventer. Good looks? Check. Mic skills? Check. In-ring talent? Double check. Yet Ziggler is still sorely under-utilized. People criticize him for being too reminiscent of past WWE stars like Shawn Michaels, Billy Gunn or Val Venis (mainly due to his porn-star name), but Dolph will never develop into his own man (and thus, the mega-star he can be), without a considered (and consistent) push. The haphazard, stop/start nature of WWE booking is actually damaging a lot of promising careers as you read this and Zigglers is chief among them. Poor old Dolph, he has it all; but, maddeningly, hes not allowed to use any of it.
