1. The Rock
What's the bigger crime — the MCU failing to jump on Dwayne Johnson or the DCEU casting Johnson yet delaying his on-screen arrival for years?
The Rock is the highest-paid actor on the planet. Even if he is under contract for a dozen DC films, there's got to be a way he can appear in the MCU, too. It's impossible to believe that his agents, managers, and lawyers would sign him up for anything that would curtail his bankability.
Unlike other superstars, The Rock will immediately distract audiences and temporarily break their suspension of disbelief. Even though he's cast as the titular role in Black Adam, a cameo ala Sylvester Stallone in the MCU would leave audiences roaring for more.
A voice-over may be a loophole to be explored as well. People like Rob Zombie and Miley Cyrus cameoed in Guardians of the Galaxy Vol. 2 by lending their voices, providing sweet Easter Eggs for fans to catch.
Any production company that casts Dwayne Johnson needs to have deep pockets and Disney can surely shell out any amount they must. Besides, who wouldn't want to see Dwayne Johnson go tit-for-tat with someone like Paul Rudd, Tom Hiddleston, or Chris Pratt.
