10. Cody Rhodes Must Return
Cody Rhodes was among WWE's brightest prospects in 2011 when he broke out of the tag team ranks to join singles competition. He won over members of the WWE Universe during his reign as Intercontinental champion with his excellent outings and impressive mic skills and was destined to reach the main event level before long. Every time it looked like he was on the brink of breaking through the glass ceiling, WWE failed to capitalize on his momentum and he was instead relegated to competing in the lower-midcard. When he was repackaged as Stardust in the summer of 2014, he put all of his effort into making the character work, but to no avail; it was simply too goofy of a gimmick for fans to take seriously. Worse yet, it was a complete waste of Cody's immense potential; he's floundered on the roster for the better part of 2015, just recently losing a handful of matches against R-Truth. It was shortly thereafter that his father Dusty Rhodes passed away and he's since been given time off from WWE programming. Upon his return to the ring, whenever it may be, there's no question that he should honor his legendary father by coming back as Cody. And winning the United States Championship, the same title The American Dream once held, would be an added bonus.
