Dabba-Kato was drafted to RAW, and he is raw. Kato's loss to Braun Strowman on Raw Underground seemed like WWE hitting the reset button on him, and they should. He would benefit from a manager and/or being surrounded by the experienced talent he can develop under.

Retribution would offer Kato the comfort of teammates to lean on and learn from while still being the menacing presence the group could use. Hurt Business could also provide the same benefits. Both groups would allow him to develop under ring veterans such as MVP, Shelton Benjamin, Bobby Lashley, and Mercedes Martinez, and Mia Yim.

Miz TV would also be a prime landing spot for Kato. The Miz and John Morrison could use some protection on the controversial talk show segment after Morrison was destroyed by Lars Sullivan. Kato could also learn under two extremely talented performers in the ring and on the mic.
