This one is definitely a no brainer. Just look at how far Cesaro has come in the past few months alone. He won the Andre the Giant Memorial Battle Royal, gained Paul Heyman as his manager, and continues to put on four and nearly five star matches with the hottest commodities in professional wrestling. A feud between Cesaro and Daniel Bryan alone would get the attention of both fans and critics, and WWE knows that Cesaro is bound for some gold. But why just give him the Intercontinental Championship and not the WWE World Heavyweight Championship? Its too soon for Cesaro. A previous entry mentioned how Alberto Del Rio hit his high point much too early, and Cesaro could end up falling into a similar pattern if he were to become WWE World Heavyweight Champion right away. Instead, have him secure a secondary title and defend it for a long period of time. Have him be booked as a legitimately tough champion who keeps overcoming the odds. Then once he finally loses the title, then the necessary steps can be taken to transition him towards the World Title. Heyman has a golden goose for a client, and once WrestleMania season starts up again, look for Cesaro to be listed among the top contenders for the World Championship.
