Why He Should Go In:
Owen Hart's career could have been great, but was tragically cut short when he fell from a harness during an elaborate entrance at Over the Edge in 1999. He still deserves to be recognised for his work before that though.
Why He Hasn't Yet:
His widow has publicly blamed the WWE for his death and the circumstances surrounding it might mean they're reluctant to bring this back up.
