Why They SHOULD Be In:

Owen Hart was one of the greatest of his or any generation, and amassed a catalogue of matches and promos enough to fill multiple Halls before his desperately tragic and avoidable passing in 1999. 

Why They AREN'T In:

For a reason that trumps this and every other argument - the wife and children he's survived by don't want it. Dr Martha Hart has at various points been wrapped in legal wrangling with WWE, and has founded a charity in Owen's name that works alongside AEW for their tournament each year.
