Tag Team Champions and pillars of a division that desperately needed them in a commercially ropey time for the company, Samu and Fatu were credible heels and babyfaces in spite of a gimmick that was starting to feel past its sell-by date. 

Why They AREN'T In: 

Rikishi went in on his own for his contributions during the Attitude Era and his personal peak as a singles star, which might have squared away the company's desire to look at these tag team history-makers on their own merits.
