An underutilised Perry Saturn surprised everyone when he defected from the WCW along with Chris Benoit, Eddie Guerrero and Dean Malenko during the Monday Night Wars, and it was a truly great moment from that era.
Why He Hasn't Yet:
Saturn was later saddled with a pretty humiliating gimmick and being best remembered for being in love with a mop doesn't usually get someone into the Hall of Fame.
