Santino Marella infuriated some fans, but beneath his silly persona, the Milan Miracle was a great talent (just look back at his performance in the 2011 Royal Rumble for proof of that).
Why He Hasn't Yet:
The fact that he was sadly forced to retire prematurely doesn't mean that the WWE will necessarily reward him with a spot in the Hall of Fame, and he was ultimately just a comedy character.
