Why They SHOULD Be In:

It took a while for results to marry up with investment, but Roman Reigns eventually became the undisputed top star in WWE, by every metric, between 2020 and 2024. With a title reign that lasted the full span of that four year period, the market leader ascended to hitherto unseen heights with him at the very top of the pile. 

Why They AREN'T In:

'The Tribal Chief' is what can still loosely be described as "active". His schedule isn't exactly jam packed, but if anything that'll keep him in the ring and out of the Hall Of Fame that little bit longer.
