Face it, it's as inevitable as a drum solo at this point. After two straight years of cold feet booking to satisfy the louder fans, WWE's just going to plow ahead and see if Reigns as the conqueror and commander has any adverse affect on the ratings. Since as they haven't touched a 3.0 TV rating for Raw in one year (March 30, 2015 was the last time, the post-Mania show a year ago), how much lower can it sink? Seeing as it's pretty much his kingdom now, you'd almost expect Helmsley to pull out all the stops to make Reigns into the ass-kicker he's best portrayed as, but it's probably too late to win the fans back without a heel turn. There's probably more than meets the eye, and you figure somehow the Hell in a Cell insanity will spill over into this match.
