Samoa Joe has been bitter since the Dusty Rhodes Memorial Tag Team Tournament. He won alongside his partner, the NXT Champion Finn Balor. Joe figured that the win put him at the front of the line for a title shot, which is logic that makes sense. Joe hasn't been given his title shot yet and has grown more and more frustrated.
