Dolph Ziggler is a two-time World Heavyweight, two-time United States, six-time Intercontinental, two-time Raw Tag, one-time World Tag Champ and is one half of the current reigning SmackDown Tag-Team Champions. 2 + 2 + 6 + 2 + 1 + 1 = 14.

WWE claimed Dolph has held "13 total WWE championships" on SmackDown.

They either forgot to include his current reign alongside Robert Roode, or they don't acknowledge the old World Tag-Team Titles at all. Perhaps the company don't want people to think about the Spirit Squad. Yeah, that's probably it.
