17. Stardust

Last year placed 10 Cody Rhodes ended 2013 with all the potential in the world. His breakaway feud from Damien Sandow had been exciting, and he had reunited with Goldust for a match of the year contender against The Shield at Battleground 2013. Then, WWE pulled the plug on getting behind him. He was still putting on faultlessly athletic performances, with a hot mixture of technical wrestling, high flying and mat work. But the push was no longer there. That's why he's fell down this list. He's gone from relevant to just another guy. Eventually, WWE rebranded him as Stardust and gave him and Goldie a run with the tag titles. The matches continue to be exciting, but there's no doubt that this year has been a demotion for Rhodes - he's one of the biggest fallers on this list. Highlight of the year: Matches with The Usos.
