Shawn never lost the IC Title, but he was stripped of the gold because of a contract dispute and a claim that he failed a steroid test. Because of his absence, Razor Ramon was the IC Champion. The IC Title dispute led to a first time on television or PPV Ladder Match with Ramon taking on Michaels. With Michaels in the heel role, it made sense that Ramon got the win.
