8. Bam Bam Bigelow
The flame-noggined Beast from the East laid waste to opponents all over the world, from WWE to WCW to ECW to Japan. Bigelow never stayed in one place too long, but his trademark athletic style captured the fans' interest no matter where he worked. Although he never won a top title in WWE or WCW, he did win the ECW Championship - ending Taz' legendary reign - and he headlined WrestleMania XI.
Why He Isn't In: Hard to say. Perhaps someone in the WWE was rubbed the wrong way by Bam Bam's mercenary attitude toward switching companies. Maybe he's an uncomfortable reminder of the lean times of WrestleMania XI, when WWE was barely hanging on as a company. Maybe someone in the front office really preferred Doink the Clown in WrestleMania: Arcade Edition.
