What was going through Vince McMahon's head when he decided to put Roman Reigns vs. Drew McIntyre II together?

Their first meeting was WrestleMania 35's most disappointing bout. A slow, lethargic bore-fest of a bout, its glacial layout did nothing to shake the crowd from its post-Kofi vs. Bryan slumber, and only deepened their lethargic state. What was supposed to be a big, cathartic Reigns victory came off flat as a result, and nobody was pining for a rematch. Nobody.

Yet not only did Vince put a second Reigns vs. McIntyre bout together on Raw, but he positioned it at the top of the show's third hour. This spot is usually reserved for whatever the Chairman thinks is best-suited to saving the show from the point at which Raw's ratings typically crater. So, basically, this mad f*cker actually thought that Roman vs. Drew, a match everybody hated the first time around, was going to stop his viewership from falling off...
