In the months before Raw launched, the WWF was still trying to come up with a name that matched Vince McMahon's vision of a grittier product. The name came about when Dick Glover (former Vice President Of Business Operations) blurted out "Uncooked Raw" when McMahon was asking for name ideas. It was agreed that the name summed up what the show would be, so that's what they moved ahead with. Thankfully, at some stage, someone was wise enough to drop the "Uncooked" portion of the name.
